In 2005, Construction Management-6 was transformed into SMU-6, which has since been headed by Perlin’s brother, Vadim. Moreover, the deputy general director for economics at SMU-6 is a certain Mirzoyev George Vladimirovich (it is obvious that this is a close relative of the former deputy head of the Spetsstroy Vladimir Mirzoyev). Something was wrong at the construction stage, residents of nearby houses, when they discovered that some of the apartments in the social house were put up for sale (!), As indicated by the corresponding announcement. In the advertising leaflets of the Imperial Residential Complex (the official name for the house for Russian military personnel) it was described as "a new business class building located in the prestigious Sokol district." As a result, the finished building had two owners - the Ministry of Defense and the direct developer. And they shared the house, apparently, based on some of their agreements.

Everything seems to be logical: the investor “threw” citizens, the military were building up at their own expense, and they should live in the house. However, the offended people felt that the Ministry of Defense is directly related to this, in fact, housing scam. GlavKEU acted as the customer of the construction and signed an agreement with a one-day company, whose employees worked on fake documents. The lack of control on the part of the customer over the financial viability and fulfillment of contractual obligations by the investor, as well as the fact that all the apartments are received by the Ministry of Defense's waiting list, make defrauded real estate investors think about the direct interest of some military officials in choosing this particular unscrupulous investor. Later, the metropolitan authorities joined in the solution of the problem, and as of 2014, 9 people were injured at this facility. By the way, the Ministry of Defense cranked out such schemes more than once, so the number of victims was much greater. In 2010–2011, pickets of deceived equity holders of objects being built with the participation of the Ministry of Defense took place in Moscow: LCD “Moscow Windows” (Moscow, Novogireevskaya St., ow. 5), “Forest Crown” (Korolev); Artamonova, 4; st. Subsequently, it was assumed that the documents of the affected citizens would be sent to the Department of Regional Security and Anti-Corruption of Moscow.
In all such cases, the name of Alexander Kosovan was mentioned. He is known as the former Deputy Minister of Defense, who from 1997 to 2003 was the head of the Service for the Construction and Housing of the Troops of the Russian Federation. And his son Oleg Kosovan headed the Federal State Unitary Enterprise “Office of Special Construction No. 10” (USST No. 10) of the Special Construction of Russia, that is, he was subordinate to Mirzoyev.

Kosovan Jr., along with his sister Julia, also has its own “pocket” company - Regionpromstroy LLC, which received state contracts worth 5.3 billion rubles only this year. Moreover, the same Mirzoyevsky “SK. Stroybeton” through a number of companies (“Spetsstroy-MV”, “ElitStroyDom”, “Regionpromstroy”, LLC “RPS”, LLP “Yug-Stroy”, LLC “Firma Dream” and many others) connected with Oleg Kosovan. According to law enforcement operative data, in 2002 Kosovan was suspected of receiving a “kickback” of $ 2 million for the construction of a residential complex for military personnel of the Russian Defense Ministry in the south-west of Moscow on Akademika Anokhin Street. True, no details of this case are still unknown, except that the father of Oleg Kosovan, Army General Alexander Kosovan, had to resign. However, he could have done this for some other reason. Moreover, he quickly found a new “warm place” for himself, becoming the first deputy head of the Department of urban planning policy, development and reconstruction of Moscow, where he worked until 2010. And it really turned out to be much more convenient - the son in Special Construction “masters” new projects, and his father “controls” them from the side of the city. In addition, the Finance Inspectorate of the Ministry of Defense of the Russian Federation found that half of the house was generally transferred to outside investors “at cost and without significant burdens”, which “did not meet the interests of the Ministry of Defense of the Russian Federation”. Another unpleasant story happened with Finservice Bank, which in June 2008 provided USST-10 with Special loan for 240 million rubles until November of that year. However, in November, the bank did not receive money, as did not receive them later. In 2009, the bank filed a lawsuit with the Arbitration Court, which decided to satisfy the claims of Bank Finservice OJSC to USST-10 and collect 257.7 million rubles plus 100 thousand rubles from the state duty from the construction company. However, at the same time, the Federal Agency for State Property Management took notice, which decided to recognize a number of FSUEs, including USST-10, as bankrupt. It turned out that enterprises have been unprofitable since 2005, and USST-10 itself owed three more banks together with Finservice in the aggregate of about 500 million rubles.
  At the same time, the judge of the Moscow Arbitration Court Faima Poluektova illegally appointed the representative of the interests of Spetsstroy as the bankruptcy trustee in USST-10. In this case, the judge flagrantly violated the requirements of the Federal Law on Insolvency and Bankruptcy, since Finservice had the legal right to appoint a representative they proposed as a bankruptcy trustee. Finally, all appeals of the credit organization were dismissed by Judge Igor Korogodov, concluding that "the applicant has not proved a violation of his rights and legitimate interests."
  In addition to large-scale projects for "cutting", officials in uniform and small "earnings" did not disdain. For example, Colonel Kosovan withdrew money from FSUE USST-10, concluding expensive contracts with firms LLC PKF Unitreydkom and LLC Private Private Enterprise Piraiya for the provision of security services (act dated September 30, 2003). This is really a brilliant idea - while the unrequited soldiers of military service are building the next general's summer cottage, objects belonging to the Ministry of Defense are guarded by the hired Chopovites. But the fact is that even this did not happen - all the services were provided only on paper, but the money came quite real. So, about 1.5 million rubles were transferred from the account of USST to the account of PKF Unitradecom LLC for protection. Perhaps it is precisely the many such “commercial” initiatives of individual officials that led USST-10 and about 30 other FSUEs to bankruptcy. Which is very strange, because the total net profit of Spetsstroy in 2009 amounted to more than 1.8 billion rubles.
In 2010, Mirzoyev had the opportunity to "make money" in a big way. At the chemical weapons destruction facility being built by Spetsstroy in the city of Pochep, Bryansk Region, he was responsible for the supply of expensive ventilation equipment. By holding a fictitious auction, a supplier with a contract for 130 million rubles selected a certain Spetstekhenergo CJSC (the company has already ceased operations at the moment), among the co-owners (23%) of which, by pure chance, was the already mentioned Mirzoyev Georgiy Vladimirovich. But this is not all - it is not clear where the money went, given that the company's net profit for 2010 amounted to only 33 thousand rubles. Most likely, all the work was performed by another legal entity with a similar name - Spetstekhenergo OJSC, associated with the first common co-founder - Igor Charkin. Indeed, in 2010, the company's revenue amounted to 143.6 million rubles, becoming the highest in the entire history of the company. According to some reports, Mirzoyev and his colleague, Deputy Director for the construction of special purpose facilities, Major General Vasily Bogomolov received a “kickback” of 30 million rubles in remuneration.
  That would probably have continued the successful “work” of Mirzoyev and his friends in construction, if not for the decision of Dmitry Medvedev. Moreover, his real motives are unknown, but Medvedev then fired almost the entire leadership of Spetsstroy. First, the head of the department, General Nikolai Abroskin, was dismissed. The official reason is to reach the age limit. He was 60 years old. Along with him, a number of senior officials of Spetsstroy were fired, including the heads of departments in the North Caucasus, the Far East and North-West of the country.

And soon Mirzoyev himself was fired from Spetsstroy. In addition to him, the deputy director of Spetsstroy, the chief engineer, Major General Alexander Khodos, the deputy for the construction of special purpose facilities, Major General Vasily Bogomolov, Lieutenant General Nikolai Gulakov and Major General Yuri Onilov, were also dismissed by the presidential decree.
Earlier, Oleg Kosovan lost his job. True, he soon ended up in the company of Sergei Polonsky of the Mirax Group, which is now accused of fraud of 2.6 billion rubles in the construction of residential complexes.
