1. General project requirements

1.1. The accounting unit must meet the requirements of:

Federal Law “On Energy Saving and on Improving Energy Efficiency and on Amending Certain Legislative Acts of the Russian Federation” dated November 23, 2009 N 261-ФЗ;

Federal Law "On Water Supply and Sanitation" dated 07.12.2011 N 416-ФЗ;

2. Requirements for the design documentation of the water metering unit

2.1. The project for the arrangement of the metering station (installation, replacement of the meter) of cold water, as well as their equipment, is developed by a person who has special permission to perform these works.

2.2. Metering units, which include mechanical metering devices, can be implemented in accordance with the drawings of the albums of typical designs of water meter assemblies, without developing projects. The design of the water meter assembly is determined individually by the Technical Conditions.

2.3. The design of the water metering unit, which includes a flow meter - the meter should contain:

Initial data: object operation mode, number of inputs, range of measured expenses, operating conditions of the device;

Justification of the choice of measuring instruments;

Calculation of the error of the device in the entire range of measured costs;

Description of the design and functional diagram of the metering unit;

The procedure for taking testimony (archives), reporting;

2.3.2 Drawing documentation:

Situational plan with approval by Vodokanal of the location of the metering unit;

Functional automation schemes, including instrumentation and automation cabinets;

Wiring diagrams, with the obligatory indication on the diagram of straight sections before and after the meter, as well as the nearest local resistances before and after the flow meter - counter;

Electrical circuits (power, connections, external wiring);

2.4. Accounting nodes are located on the border of the network balance sheet ownership or on the border of the operational responsibility of the subscriber and Vodokanal OJSC, unless otherwise provided by the water supply agreement, a single agreement on cold water supply and sanitation, and an agreement on connection (technological connection) to centralized cold water supply systems.
2.5. The location of the equipment of the metering unit is determined by the project. The place of equipment of the metering unit should ensure that the water consumed at the facility is fully accounted for (as a rule, installed at the entrance to the building).

2.6. For all metering stations, it is allowed to use components from materials approved for contact with drinking water.

2.7. Prior to the installation of the assembly, the technical and design documentation must be agreed with the services of Vodokanal OJSC.

3. Requirements for the equipment of the metering station

3.1. Provide as part of the metering unit:

Water meter with pulse flow sensor;

Filter according to the diameter of the supply pipe;

Three pressure gauges (before the filter, after the filter, after the water meter);

Drain valve after the water meter (outside the direct section);

Water sampling tap;

Flow recorder for remote reading and monitoring of meter operation.

3.2. All connections to water fittings are allowed only after the water meter assembly.

3.3. Acceptance of the metering unit into operation is carried out with the participation of representatives of Vodokanal OJSC with the preparation of the relevant act.

4. Requirements for metering devices

4.1. Metering devices that are approved for the approved types of measuring instruments approved for use in the Russian Federation are allowed to be installed.

4.2. The meter should have a marking containing the name, manufacturer’s trademark, metrological class, nominal flow rate in m3 / hour, year of manufacture, serial number.

4.3. The meter at the time of installation must be verified and sealed by an organization that has the appropriate permission.

4.4. The meter should be used within the validation period indicated in the original passport of the meter and on the verification mark of the seal installed on the meter body. Installation and operation of metering devices that do not have a seal, or if the seal is damaged, is not allowed.

4.5. The meter should be mounted in a place readily accessible for taking readings (without using a mirror or stairs), installation, maintenance.

4.6. The meter is mounted in accordance with the installation requirements (according to the passport of the meter).

4.7. The design of the meter should exclude unauthorized interference in its operation without dismantling the equipment. To exclude the influence of an external magnetic field, metering devices should have antimagnetic protection of the counting mechanism.

4.8. The limits of permissible relative error of water meters should not exceed:

± 5% in the flow range from Qmin to Qt (excluding);

± 2% in the flow range from Qt to Qmax (including).

4.9. The meter must have a flow recorder that measures the parameters of the flow meter, a leading electronic archive of values \u200b\u200babout hourly, daily, monthly expenses of the consumed resource.
4.10. The flow recorder must have:

Ability to remotely transfer data (via cellular communications GPRS; GSM / Ethernet);

Ability to divide interfaces for parallel dispatching;

Protection against intentional measurement of archival data and metrological parameters;

The built-in control unit of the transmitting device, which allows initializing the modem and maintaining the communication channel with the data collection center of the resource supplying organization;

The ability to display on the screen a secondary flow converter in m3 / h, volume in m3, the presence of abnormal situations and failures, including operating hours;

The presence of protection against unauthorized interference in the operation of the flow meter;

Degree of protection according to GOST 14254-96 "Degrees of protection provided by shells (IP code)". IP 65 for indoor installation, IP 68 for installation in flooded chambers / wells, underground;

Ability to create archives (hourly depths of at least 1,450 hours, daily depths of at least 730 days, monthly depths of at least 48 months) of indications and emergency situations or operating hours (it is allowed to use certified archivers complete with a meter);

The ability to transmit current, archival readings of the flow rate and amount of water and messages about emergencies through the device for collecting and transmitting data;

Availability of output signals for communication with external devices - digital output RS 232 or RS 485 (ModBus RTU and / or M-Bus protocols).

5. Requirements for the operation of the metering unit

5.1. Acceptance of the metering unit into operation is carried out with the participation of representatives of Vodokanal OJSC with the preparation of the relevant act. The operating conditions of drinking water metering stations must correspond to the operating conditions of the metering device, which is part of the node. The operating conditions of the meter are indicated in its technical documentation.

5.2. Admission to operation of metering devices is carried out according to the results of a survey of the metering station by representatives of Vodokanal OJSC for compliance with technical specifications (including their annexes) and sealing of metering devices, which is an act to be signed by representatives of Vodokanal OJSC and the Subscriber. In the presence of connecting devices (bends, control and drain valves) in the pipeline section to the metering device, their locking devices must be sealed in closed condition by representatives of Vodokanal OJSC.

5.3. When operating metering devices, do not allow:

expiration of the inter-verification periods of operation of metering devices installed in the passport documentation for metering devices;

Failure of seals installed on metering devices.

6. Requirements for the location of the metering station

6.1. The water meter should be installed in a room with artificial lighting with an air temperature not lower than + 5 ° С and not higher than + 50 ° С. The room must be protected from moisture. If the meter is installed in the well, the well must be protected from flooding. If necessary, provide for the repair of the room (well) and waterproofing.

  • The metering unit should be installed in a place protected from unauthorized entry and providing employees of Vodokanal OJSC with year-round access (to monitor the functioning, operation, maintenance and reading of metering devices).
  • The installation location of metering devices should guarantee its operation without possible mechanical damage. It is not allowed to install metering devices at a close distance from devices that create a powerful magnetic field around themselves. Grounding equipment is needed around the perimeter of the room.

Additional requirements for the accounting node

    1. A power supply must be provided to the meter.
    2. A non-return valve should be installed between the water meter and the second valve with the movement of water.
    3. The condition of the gate valves at the entrance to the building, inside the metering unit should provide protection against water ingress and the possibility of stopping water supply for the purpose of installing the metering device and removing it. If necessary, provide for the replacement of valves.
    4. The system of pipelines for cold and hot water supply in the metering unit should provide protection against possible leaks and gusts for the entire period of operation until the next period of calibration of metering devices, if necessary, provide for the replacement of pipelines.
    5. In the cases specified in SNiP 2.04.01-85, provide for the equipment of the bypass pipelines. Install shut-off and control valves with electric drive on the bypass pipelines. Opening of shut-off and control valves should be carried out automatically from the fire extinguishing device. If there is a shut-off and control valve in the metering unit on the bypass line, provide for the possibility of sealing it.

2. WHY DO YOU NEED TO INSTALL HEAT ENERGY METERING DEVICES ON HOT WATER, AND NOT A USUAL WATER METER?

Full accounting of hot water occurs not only in volume, but also in the amount of heat. Payments for received water and waste water, according to the Ministry of Energy of Russia, are increasing every year. Therefore, for many enterprises, the task of organizing commercial metering of water and wastewater is becoming increasingly important.

In 2013, for organizations related to water supply, sanitation, water treatment and wastewater treatment, the Government of the Russian Federation determined the procedure for commercial accounting by approving the “Rules for the Organization of Commercial Accounting for Water, Wastewater”.

Organization of commercial water and wastewater metering

Commercial water metering involves the calculation of fees for transported water, which is received, or served under water supply agreements.

Commercial wastewater metering - it is the control of water that has been discharged or collected under contracts concluded with organizations working in the field of water supply or sanitation.

The organization of commercial water and wastewater metering in that part that is not regulated by the housing legislation of the Russian Federation is regulated by the "Rules for the organization of commercial water and wastewater metering" approved by the Government of the Russian Federation dated 04.09.2013 No. 776 "On approval of the Rules for the organization of commercial water metering, Wastewater".

According to these Rules, subscribers or organizations operating water or sewer networks and providing water or wastewater transportation services are required to maintain commercial records. Unless otherwise provided by the terms of water supply agreements or water transportation agreements.

The same Rules stipulate that the organization of commercial accounting of water and wastewater must comply with the requirements of legislation on ensuring the uniformity of measurements.

Requirements for measuring instruments and methods were approved by the Federal Law of 06.26.208 No. 102-ФЗ “On ensuring the uniformity of measurements”.

Commercial metering of water, wastewater using metering devices

Commercial accounting of water and wastewater should be carried out using metering devices, on the basis of which the following are monitored:

  • information on meter readings as of the 1st day of the month following the billing month;
  • information about current readings of metering devices.

At the same time, commercial metering using metering devices provides for the possibility of using telematic systems.

If the technical characteristics of the metering devices used allow the use of telemetry systems to transmit meter readings and there is financial and technical support for installing telemetric modules and telemetric software, metering (metering) of metering data is carried out remotely using such telemetry systems. Commercial water metering

The “Rules for the Organization of Commercial Accounting for Water and Wastewater” stipulate that commercial accounting may also be conducted by calculation. This means that the calculation does not use the data of metering devices, but special calculation methods approved by the Rules.

The calculation method is applicable in cases provided for by the Federal Law dated 07.12.2011 No. 416-ФЗ "On Water Supply and Sanitation":

  • in the absence of a metering device;
  • in case of malfunction of the meter;
  • in case of violation of the deadlines for the submission of evidence within 6 months, with the exception of cases of prior notification by the subscriber about the temporary cessation of water consumption.

The provisions of the "Rules for the Organization of Commercial Accounting for Water and Wastewater" contain the following calculation methods:

  • guaranteed water supply method;
  • a method for calculating the throughput of devices and structures used to connect to centralized water supply systems;
  • the method of calculated average monthly (daily average, hourly average) amount of water supplied (transported);
  • method of summing up water volumes.

The rules also determine when and which method to apply.

Guaranteed water supply method

Calculation by the method of guaranteed volume of water supply assumes that the delivered volume is predetermined by water supply agreements. This method is used in the following cases:

  • in the absence of a water meter at the subscriber;
  • if the actual period of operation of the metering device from the date of admission to its operation until its failure was less than 60 calendar days.

Method for calculating the throughput of devices and structures

When using the method of accounting for throughput, it is assumed for calculation that the water speed is 1.2 meters per second per full cross section in round-the-clock working devices for receiving water. At the same time, the volume of wastewater is considered equal to the volume that was sent to the subscriber, taking into account surface wastewater, if the water supply and wastewater disposal scheme, or an agreement, provides for their reception.

This method is used in the following cases:

  • in the absence of metering devices approved for operation within 60 days after receiving notification of the need for installation from the resource organization;
  • if the meter readings are not provided for 6 months, not counting the cases when the subscriber has previously notified the resource organization about the temporary cessation of consumption;
  • after 60 days from the date of the malfunction of the meter or the dismantling of the meter.

Method of Estimated Average Monthly, Average Daily, and Hourly Amounts of Water Delivered

The method of calculating the amount of water supplied is applied based on the meter reading for the last year. Moreover, if the meter has been working for less than 1 year, the data for the actual period of its operation are accepted for calculation.

This method is used in cases when the meter is defective or dismantled for verification, repair or replacement, but not more than 60 days after the establishment of such a fact.

Water Volume Summation Method

The method of summing up water volumes consists of determining, according to the testimony of metering devices or the calculation method, the volume of water that is supplied to subscribers or other transit organizations.

The method is used if there is no water metering device at the transit organization, and also if the meter is defective or dismantled in order to verify, repair or replace it.

Commercial wastewater accounting

In cases where the metering device is defective or missing, and also if the deadlines for providing evidence on it are violated within 6 months, commercial accounting of wastewater is carried out by calculation.

In the calculation method, the volume of wastewater discharged is considered equal to the volume of water that was supplied from all sources of water supply.

If the subscriber does not have a metering device or a metering device malfunctions (including the dismantling of the metering device in connection with its verification, repair or replacement), violation of the terms for the meter readings, the volume of waste water discharged by the subscriber is taken equal to the volume of water supplied to this subscriber all sources of water supply.

If the water supply scheme or the wastewater treatment contract provides for the reception of surface wastewater, then such waters, in the absence of metering devices, are also taken into account by the calculation method in accordance with the methodological guidelines set forth in paragraph 25 of the Rules.

Commercial accounting of surface wastewater is carried out by the settlement method in accordance with the guidelines for calculating the volume of received (allocated) surface wastewater, approved by the Ministry of Construction and Housing and Communal Services of the Russian Federation. The calculation method is also applicable for unauthorized connection or using a centralized drainage system. At the same time, the "Rules for the Organization of Commercial Accounting for Water and Wastewater" provide for the calculation according to this method only for the period of time during which unauthorized accession or use lasted, but not more than 3 years.

If the metering device is not available at the transit organization, or in cases of malfunction or dismantling, the volume of wastewater is determined by the calculation method by summing the volume that was allocated to the subscribers and the volume of surface wastewater accepted by the transit organization.

Features of commercial accounting of hot water (coolant)

Commercial accounting of the heat carrier is carried out on the basis of Decree of the Government of the Russian Federation of November 18, 2013 No. 1034 “On the commercial accounting of heat energy, heat carrier”. The decree provides that commercial accounting of the coolant can be organized both by heat supply organizations and by consumers of heat energy.

Commercial accounting of the coolant is carried out using metering devices. At the same time, the Decree “On the commercial accounting of heat energy, heat carrier” allows the installation of devices for monitoring the flow and consumption of heat carrier at the metering unit.

The heat supply organization, heat network organization and the consumer have the right to install additional devices on the metering unit to control the supply and consumption of heat energy, heat carrier, including for remote reading of the heat meter, which do not interfere with the commercial metering of heat energy, heat carrier and do not accuracy and quality of measurements;

If remote metering equipment is installed on the metering unit, access to the specified system is entitled to the heat supplying (heating network) organization and the consumer in the manner and on the conditions determined by the contract. Features of the commercial metering of surface wastewater are defined by the “Rules of Cold Water Supply and Sanitation” approved by Decree of the Government of the Russian Federation of July 29, 2013 No. 644. According to these Rules, the subscriber is obliged to ensure the metering of surface wastewater by installing a meter.

The subscriber is obliged to install meters of cold water, wastewater on the border of operational responsibility, the balance sheet of the subscriber’s water supply and sewage networks and the organization of a water supply and sewage system or in another place specified in the cold water supply agreement, water disposal agreement or a single cold water supply and sanitation agreement established by the legislation of the Russian Federation on energy conservation and on improving energy efficiency. Designing a metering station

The metering unit is designed based on project documentation. Such documentation is prepared by specialized organizations or private designers.

Based on the development results, the project includes:

  • explanatory note;
  • drawing documentation.

Also, the project provides annexes:

  • terms of reference for the design of a water metering unit approved by the subscriber;
  • program and methodology for testing the metering unit;
  • if there is a narrowing, the calculation of hydraulic losses;
  • documentation for the measuring instrument;
  • certificate of admission to design work.

The design of the metering unit is based on technical specifications. Such conditions are issued by the organization providing water supply. “Rules for the Organization of Commercial Accounting for Water, Wastewater” provide for the issuance of technical specifications within 10 business days from the date of receipt of the application for their issuance.

According to the Rules, the technical conditions must contain:

  • requirements for the location of the metering station;
  • requirements for the installation scheme of the meter and other components of the metering unit;
  • requirements for the technical characteristics of the meter, including accuracy, measurement range and level of error.

Approval of the metering unit in operation

The "Rules for the Organization of Commercial Accounting for Water, Wastewater" permit the admission of the metering station into operation by the subscribers themselves after concluding a contract with the organization providing water supply or sanitation. To provide admission from the subscriber, an application is formed.

The rules stipulate that admission is granted no later than 15 working days from the day of receipt of the application from the subscriber.

The application for admission must contain:

  • details of the subscriber or transit organization, as well as contact details with the phone number of the person from whom the application was received;
  • details of contracts concluded for water disposal, water transportation, etc.
  • date and time at which it is possible to allow the metering station into operation.

Also attached to the application are copies certified by the subscriber or transit organization:

  • design documentation for the equipment of the metering station;
  • passports for metering devices that are part of the metering unit;
  • documents confirming the passage of the last calibration of metering devices.

Among other things, documents confirming the right of a person to submit an application on behalf of a subscriber or transit organization are attached to the application.

According to paragraph 39 of the Rules, when admitting the metering station into operation, the following are also checked:

  • compliance of serial numbers on metering devices with the numbers indicated in their passports;
  • compliance of the metering unit with design and technical documentation, including the configuration and installation diagram of metering devices;
  • the presence of signs of the last calibration, with the exception of new metering devices;
  • operability of metering devices included in the metering unit;
  • the operability of telemetry devices if they are included in the metering unit.

In case of discrepancies with the specified requirements, the metering unit is not allowed to operate.

When the metering device is installed by the organization providing water supply, access to the operation of the metering unit is carried out in accordance with paragraph 46 of the "Rules for the Organization of Commercial Accounting for Water, Wastewater":

The water supplying organization shall notify the subscriber of the date and time of the admission procedure no later than 5 working days before the day of admission, and if the subscriber’s representative does not appear, the water supplying organization shall admit without the participation of the subscriber’s representatives and then sent to him Address of the admission certificate. Meters are considered approved for operation from the date of receipt of the Certificate of admission of the metering station with a copy of the passport for metering devices.

Operation of the metering unit

The metering unit is operated in accordance with its technical documentation. In case of failure of the metering unit, the subscriber should immediately notify the organization that provides water supply or sanitation.

In accordance with the "Rules for the Organization of Commercial Accounting for Water, Wastewater", the organization is provided with the following information:

  • meter readings at the time of the failure of the metering unit;
  • estimated time for dismantling metering devices requiring repair (at least 2 working days).

According to the Rules, it is necessary to eliminate an existing malfunction within 60 days from the moment of failure. Dismantling of metering devices for transmission for repair, as well as subsequent installation, is carried out in the presence of representatives of the organization providing water supply or sanitation.

The person operating the metering unit, in the event of the metering unit being released, is obliged to report the meter readings at the time the metering unit fails (a malfunction occurs), and also eliminate the detected malfunction (repair) within 60 days from the day the metering unit or metering devices were released out of order (malfunction).

The organization providing water supply and (or) water disposal must be notified of the dismantling of metering devices at least 2 working days in advance.
Dismantling of metering devices that are part of the metering unit or metering unit, as well as their subsequent installation, are carried out in the presence of representatives of the organization that provides water supply and (or) wastewater disposal, unless such representatives have appeared by the deadline for dismantling the metering devices or metering unit, specified in the notice. In accordance with the Rules, the metering unit is considered to be out of order in the following cases:

  • metering devices do not display measurement results;
  • broken control seals or verification marks;
  • there are mechanical damage to metering devices or other elements of the metering unit;

  • there are inserts into pipelines that are part of the metering station, not provided for in the design documentation for the equipment of the metering station;
  • there are signs of unauthorized interference with the operation of the metering station;
  • the calibration period of metering devices has expired.

After repair, replacement or verification of metering devices, employees of the resource organization make sealing devices.

Installation of seals on metering devices is carried out by employees of a resource organization at no cost. Charging a subscriber is possible only in cases where the sealing was repeated due to violation of the seal or verification marks.

In the days of the USSR, control over the expenditure of natural resources, in particular drinking water, was practically absent - the state policy of pricing water, which was subsidized in the past, transferred this resource to the category of waste. As a result, water supply networks did not develop along the path of optimizing the existing scheme and careful operation of the water source, but by the method of developing new ones. At the same time, insufficient attention paid to the protection of water sources has led to the fact that the number of surface water bodies suitable for intake of drinking quality water has significantly decreased throughout our country.

At the end of the 20th century, the planned economy of our country was replaced by a market economy, which turned drinking water into a commercial product. By the beginning of the XXI century, the resource of many water intake structures built back in the middle of the last century was exhausted. This is most noticeable on the example of large cities. A particularly difficult situation has developed in Moscow and the surrounding region.

The largest city in Russia has virtually no nearby sources of water supply that can completely block its need for drinking water. To solve this problem, a canal named after Moscow was built, through which water from the created Moscow Sea through a cascade of lifting stations flows to consumers.

In recent years, the mass introduction of a multi-stage commercial water metering system has begun at all stages of its transportation from the intake to the consumer. This approach allows not only to stimulate the economical consumption of water by consumers, but also creates a tough framework for operating organizations, forcing them to closely monitor the state of the distribution network in order to avoid unnecessary losses due to leaks.

Given that during the Soviet era, this issue was not given enough attention, the vast majority of residential buildings, which are the main consumers of water in large cities, are not equipped with metering devices.

In order to improve the situation of water metering, the Moscow government is implementing a large-scale program for the reconstruction of metering stations in residential buildings.

Installation works at such facilities have some features. Most of the work is carried out in the basement of houses with a small height in the light, devoid of natural light, cluttered with transit pipelines. An important complicating factor is the very limited time for the installation of metering stations, which should be carried out from 11.00 to 17.00 (at the request of the majority of HOAs), when most of the residents are outside the house.

To ensure successful work, much attention needs to be paid to preparatory work, such as:

- initial visit to all objects without exception with mandatory photographic fixation and minimum necessary measurements of the premises. Special attention should be paid to the location on the measurement drawing of transit passage passages and the location of electrical and low-current equipment. It is also desirable to measure the height of the room and measure the paths to the room of the water meter assembly. These actions allow you to make the necessary changes to the design of typical water meter inserts before they begin to assemble and install, which ultimately minimizes welding work directly in the assembly room, which in turn reduces the overall time of work. This is also facilitated by the early production of typical water meter inserts in the equipped workshop;

- early resolution of the issue of power supply of premises with representatives of DEZ (Homeowners Association). The power allocated to the room should ensure the operation of all necessary tools. As a rule, it is 5.5–7 kW. It is recommended to use your own portable switchboard, which allows connecting both single-phase and three-phase equipment, equipped in addition to circuit breakers with a residual current circuit breaker. Such a complete set of the panel provides a high degree of safety during installation work, and also prevents blackout of the entrance or the entire apartment building in the event of an accidental short circuit. All equipment used must have a protection class of at least IP55. Electrical outlets installed on the switchboard and plugs of hand-held power tools must have IPX64 degree of protection;

- in order to avoid severe gas contamination in the room of the water meter unit during electrical welding, it is advisable to install a portable centrifugal fan with a capacity of 200-300 m 3 / h with a pressure of about 150 Pa and the required amount of flexible duct to discharge the polluted air to the street. Such measures are mandatory when working in a confined space with a small air cubic capacity, since the gases generated during welding can cause serious harm to the health of workers, especially when working with galvanized pipes.

The absence of drainage pits in the places of water supply to the building complicates the work significantly. When draining the system during dismantling and welding, a significant amount of water accumulates, which, spilling on the floor, makes electric welding unsafe. To solve this problem, the brigades were supplied with hoses with a diameter of ¾ “at least 25 m long and a drainage pump of low power.

Recommended team composition from experience: two locksmiths and one welder with experience in pipelines. Subject to the recommendations described above, the operating team is able to mount 3-4 hot and cold water metering stations with a meter diameter of 25-50 mm per day, provided the houses are located within a few blocks of each other.

The main attention should be paid to the quality of welding work, because if the leaking flange or coupling can be tightened without emptying the system, then the fistula in the weld after filling the system cannot be eliminated. Therefore, it is recommended that all fully finished blocks are pre-tested hydraulically at a production base. This will significantly reduce the time to eliminate leaks in the "field" conditions and increase labor productivity.

Article 11. Ensuring the energy efficiency of buildings, structures, structures

7. Developers are required to ensure compliance of buildings, structures, structures with energy efficiency requirements and the requirements of equipping them with meters for used energy resources by choosing the optimal architectural, functional-technological, structural and engineering solutions and their proper implementation during construction, reconstruction, overhaul .

8. Verification of compliance of commissioned buildings, structures, structures with energy efficiency requirements and the requirements for equipping them with metering devices for used energy resources is carried out by the state construction supervision body during state construction supervision. Energy efficiency requirements do not apply to the following buildings, structures, structures:

3) temporary buildings whose service life is less than two years;

6. Until January 1, 2012, the owners of residential buildings, country houses or garden houses put into operation on the day this Federal Law comes into force, which are combined by their engineering or technical associations (associations) belonging to them by common engineering and technical networks connected to electric networks centralized power supply, and (or) centralized heat supply systems, and (or) centralized water supply systems, and (or) centralized gas supply systems, and (or) other centralized energy supply systems, are required to ensure the installation of collective (at the border with centralized systems) devices metering used water, natural gas, thermal energy, electric energy, as well as the commissioning of installed metering devices.
